Waimangō Papakāinga Trust Strategic Plan 2020-2040
Trustees met throughout 2020 to discuss the future of the Waimangō Papakāinga. By late 2020, a draft strategic plan was completed and is now available to whānau for comment in Jan/Feb 2021.
A copy of the Strategic Plan can be obtained here:
Waimangō Papakāinga Trust Strategic Plan 2020-2040 DRAFT
The purpose of the Strategic Plan is to present some ideas about the future of the papakāinga (on behalf of Te Whānau-a-Haunui) that will guide the Papakāinga Trust when making decisions about the papakāinga in the years to come.
The plan talks about Waimangō as a ‘taonga tuku iho’, an ancestral gift that was inherited by Te Whānau-a-Haunui. It talks about a sense of gratitude and humility that we consequently feel because of this gift; and also an obligation to care for Waimangō (and each other) in the best way possible. The basic thrust of the plan is to say that the role of the Papakāinga Trust is to care for the papakāinga as a ‘mana enhancing place’ where Te Whānau-a-Haunui may realise our goals as a whānau.
Among other things, the plan calls for improvements to be made to the main papakāinga building, a new cultural development programme (reo, tikanga etc), a new plan for the physical papakāinga as a whole (including the urupā) and a new Kaitiakitanga programme which is about taking care of the mana of the Waimangō environment.
In reading the plan, please note the following:
-
In the strictest sense, this plan concerns the papakāinga going forward. Although it contains much that is relevant to the family, this is not a Strategic Plan for Te Whānau-a-Haunui but rather for the Waimangō Papakāinga Trust, a plan that will guide the Trust in its decision making in the years ahead..
-
The Strategic Plan is about presenting and describing some long term dreams, aspirations and goals that Trust can work toward. Although it does call for a number of projects, the plan is primarily about long term goals rather than short terms tasks and projects. Those things that will be achieved during shorter time frames will be captured in the Papakāinga Trust’s annual business plan and other project plans.

Papakāinga Building Inspection 2020
TWAH members may be aware that in 2020 the Papakāinga Trust engaged Inspect House NZ Ltd to inspect the Papakāinga buildings and prepare a report concerning their condition. Trustees were aware of some issues with the buildings and consequently sought expert advice and recommendations regarding improvements that could be made.
A full inspection report has now been completed. The report contains recommendations for both minor improvements and some major renovations and can be read here:
Inspect House New Zealand Ltd 2020 Report concerning Waimangō Papakāinga Buildings
As a consequence of this report, the following actions are being taken by the Papakāinga Trustees:
-
Overnight sleeping in the main Papakāinga building (on the mezzanine floor) is no longer permitted. This was communicated to the whānau via the Royals Facebook page on 8 October 2020
-
A plan for the completion of the minor improvements has been developed and these minor improvements will be completed during the first 6 months of 2021
-
A plan for the completion of the major improvements (significant renovations to the main building) will be developed in 2021. This will entail the development of a master plan for the papakāinga overall.
